Israel's government opened bidding on August 18 for construction of 1,234 housing units in the E1 settlement project in the occupied West Bank, Human Rights Watch said. The tender represents roughly a third of the 3,401 housing units approved for the sprawling settlement, which international law and the rights group classify as illegal under occupation.
The government announced the bidding deadline just days before Israel's October 27 elections, according to Human Rights Watch. The E1 project, if built as planned, would sever Palestinian territorial connections across the West Bank and further entrench Israeli control over occupied land in the region.
