Hamas official Hossam Badran announced that the movement has made a definitive decision to participate in the legislative elections and National Council balloting scheduled for November, the Shehab Wire reported. Badran characterized the forthcoming vote as an opportunity to end what he described as a state of exclusionary rule in Palestinian governance.
